The owner of any lot or piece of land abutting on any street, who may desire to construct a driveway from the curb line to the lot line, shall secure a permit from the city clerk.

In all cases where it is necessary to modify the curbing in connection with the construction of a driveway, the curb and gutter shall be constructed and installed in accordance with the plans, specifications and requirements on file in the office of the city clerk. The construction of any driveway shall be done in such manner as not to interfere with the gutter, or with the sidewalk grades where such driveway crosses any sidewalk. No cement or other material shall be placed in the bottom of any gutter previously constructed, without written authority of the street superintendent.

All driveways within the city which are hereinafter constructed, shall not be accepted until approved by the street superintendent; all construction shall comply with the regulations herein above set out.
