All railroad crossings within the city shall meet the specifications as are on file in the office of the city clerk, and as further herein provided.

All crossing materials other than the actual rails, shall be manufactured of prefabricated railroad crossing timbers and be of a size to match the height of the rail. The railroad shall be responsible for constructing the crossing from end of tie to end of tie and the city the balance of the crossing.

Railroads having tracks paralleling or substantially paralleling each other, shall maintain the intervening area between each pair of tracks.

Upon the city clerk ascertaining that deficiencies occur, he or she shall notify, in wiring, by certified mail, with return receipt, setting forth to the particular railroad, the deficiency observed, giving 30 days time within which to make repairs. The city clerk shall have authority to negotiate any variance in the specifications and in the extension of any time within which the work shall be performed.

Should the railroad so notified to make improvements, refuse to do so, the city shall have the right to contract the work to be done and the city clerk shall spread the same upon the tax rolls of the particular railroad involved.
